In many countries premium SMS and MMS have overtaken premium rate voice service both in popularity and in revenue. Short numbers that can be easily advertised and remembered are important to the success of these services. Inevitably the supply of short numbers is limited, and must be managed. Numbers sometimes carry useful information to consumers, such as the tariff or the type of service. Different types of service may themselves suggest a need for different protections for consumers. Numbering management and customer protection for premium SMS and MMS can be done by the regulator, the industry or some mixture of the two. The talk will explore the ways of doing this and the results of doing it.
